A Statement of Claim is indeed the pleading that commences an action in the Superior Court of Justice. The Rules of Civil Procedure provide that you have a very limited amount of time to respond to the Statement of Claim by serving and filing a Statement of Defence; should you fail to do so, it may be possible for the plaintiff to obtain judgment against you without you being able to respond to the claim.
